iPad Mini 9.3 Update glitch?

Don't know if anybody else is having this issue but my iPad mini keeps telling me its ready to update to 9.3 so I click install and it says error, then when I try to update using iTunes it says "Latest update : 9.2.1"

Also yesterday my iPhone 5S had to re-update to 9.3 yet, was already on 9.3. Anybody else experiencing these issues?

I hear there are some issues with the update currently. I don't own iDevices, but I heard about it.

Its the same on my iPad air.....They'll fix it soon anyway....You know Apple ...

iOS 9.3 has been derpy as fuck for people period. I would personally wait until 9.3.1 or whatever comes out to fix 9.3.

The reason why is that Apple stop signing iOS 9.3 on certain devices especially old ones because 9.3 had been reported slow and glitchy, so the iPad thinks iOS 9.2.1 is the newer version because official it is in that device.
