Why Aren't There Any Merchants in Chapter 5 of the Witcher?

I'm have no potions, and the acohol bases I have are not strong enough for the potions I need. The potions I need are Swallow, Blizzard, Wolf, and White Raffard's Decotion. I been running around getting my ass kicked by the flaming rose and soc'ietel and its VERY annoying. There should be at least one merchant I can go to. If anyone can help it would be appreciated.
