Best $600-$650 Gaming Laptop

I'm looking for the best performance possible on a laptop that is $600-$650. Screen size is 14 inches only or below (must be 1080p). You can suggest used and brand new units, but brand new is better since I don't think my parents will allow me to have a second-hand laptop. Thanks a lot!

Linus did a review on a dell laptop with a 960m for that price i'm pretty sure

I live in the Philippines so the prices tend to be more inflated here.
