Silent air cooler

I'll keep it short and sweet, what is currently the most quiet air cooler out there?

Budget doesn't matter, size/cooling ability doesn't matter as long as it will fit in a fractal design define R4 using normal memory (no silly heatsinks etc.)

Any air cooler on a low RPM.

I use a hyper21evo, turned down to 30% fan speed, its silent.

Noctua NH-D14 for a massive silent cooler. Phantecs also makes a great cooler in different colors. The BeQuiet! Dark Rock PRO 2 is also another option.

a scythe mugen 4, with some fans at low RPM

Not sure about the ram clearance as I don't really care for tall ram to find this a huge issue, but there is always Zalman's MASSIVE cube passive heatsink.

Get a Noctua or a Be quiet cooler because they come with good fans.

push/pull with 2 <25 dB fans on any heatsink. as @Matsy and @ said, a hyper 212 of a d14 should do the job. with those heatsinks, ram clearance isn't an issue.
