Gpu stuck at 50% power consumption ingame (again...)

Hey again everyone.

I recently posted a topic that my gpu just wouldn't go beyond 50% while gaming and I thought I had solved the issue, but it's happening yet again...

Basically my gpu clocks to the max speeds and is at 100% usage, but for some reason it wouldn't go beyond 50% power usage.

I'm having fps counts in the SINGLE DIGIT region. In rare cases I'm having about a quarter of the fps I'm supposed to be getting...

I even did a complete fresh install of windows with the latest drivers of everything, tried different nvidia drivers, played with the nvidia control panel settings, nothing...

Please I don't know what to do anymore, I'm running out of ideas where the issue is coming from...

Specs are below...

CPU: i7-4770k (LM modded) - MB: GA-Z87X-UD3H - RAM: HyperX, 16GB 1866MHz - GPU: Palit GTX 980Ti Super - Storage: 1TB HDD + 500GB/120GB SSD (850 Evo/840) - Monitor: Predator XB271HU - PSU: 700W BeQuiet 80+ Gold

Samsung 850 EVO 240 GB 

138 is a good number.

Hello, what gpu do you have since you haven't listed any specs? also what game to which are you referring to?

Any game is having this issue, it doesn't matter.

Well the issue is I got it used... with invoice though. Do you think Palit will cover warranty nonetheless?

The weird thing is though, that rebooting my pc seems to fix this issue in like 8/10 times...
