First of all you need to know your budget. Then you can check sites like Logical Increments and PC Part Picker to get some sort of idea. If you have specific games in mind you can also check benchmarks from users to get basic idea of what kind of computer you would need to play.

Once you know how much money you have to work with, and then what kind of work you'll be doing, it becomes rather easy to choose parts.

There's no real understanding to it that's required, the only thing required is either sitting down and doing a fuck ton of research on different components, their performance, their pros and cons, and then compiling all that data and cherry picking the best parts from it that fit the uses you need; or finding someone who already has done all that and way more. That's why people come here help with choosing new builds so often; rather then them sitting down and doing maybe even weeks of solid research, they have people like me and many, many other members who have years and years of experience with computers, and know most of the stuff they'd be trying to research already.

There's no real secret to knowing how to choose components, it's just learning the specs of components in and out; and you're never done reading up on new tech, or researching and experimenting either.

Hmm I think like 300eur well I live in Germany so it eur and I think I build it only for minecraft and csgo and then later I upgrade

Both of those games are pretty CPU intensive, so if you can, get a good CPU.
