Is it safe to OC an FX 8350 to 4.8 GHz with Asrock Fatal1ty 990FX Killer Mobo?

why not. im sure nothing will break, but considering that i haven't looked up specifics about your mobo/cpu, i can't say whether you will get good results. if you aren't an idiot, you won't break anything. make sure to look up tutorials online

Silicon lottery bruh. Every chip is different, though it should be possible.

temperatures are usually problematic before silicon is. 

 

62c is the limit, and doing 4.8 usually means $50+ invested into a CPU cooler. 

 

voltage should be anywhere from 1.45 - 1.5v with that clock speed (depending on the CPU).

pretty sure that the limit is around 70°C
