Interesting. My Ivy Bridge CPU only goes down to 1.6GHz when idling.

@Appleboy45 Mine i5 6600k is at 4.5ghz and will go all the way down to 800mhz if I'm just sat messing about on the desktop. If you running windows and you have the power settings set to balanced it will do this but on mine if I set my power setting to performance in windows it will stay at a constant 4.5ghz

It should only go down to 800, as that's the lowest multiplier available to the CPU last I checked.

@Godlygamer23  Yes you can set to 400mhz , 800mhz or 1GHZ all within the BIOS on the z170 board I have.

it's normal, your CPU is just saving energy when it's not under heavy load...
