CPU Fan Cooler Not Operating at Max Efficiency

Specs:

CPU: Intel Core i7-6700K 4.0 GHz Quad-Core Processor

GPU Fan: Cryorig H7 49.0 CFM CPU Cooler

Motherboard: ASUS Z170 PRO GAMING LGA 1151 Intel Z170 HDMI SATA 6Gb/s USB 3.1 USB 3.0 ATX Intel Motherboard

Memory: G.SKILL Ripjaws V Series 8GB (2 x 4GB) 288-Pin DDR4 SDRAM DDR4 2400 (PC4 19200)

Storage: Seagate Desktop HDD ST1000DM003 1TB 64MB Cache SATA 6.0Gb/s 3.5" Internal Hard Drive

Storage: ADATA Premier Pro SP900 M.2 128GB SATA 6Gb/sec MLC Internal Solid State Drive (SSD) ASP900NS38-128GM-C

I have noticed, since I've built my computer, that the CPU fan is not spinning as fast as it should be.

With the included ASUS Motherboard software, AI Suite 3, I can set fan curves.

However, the fan curve is just a percentage.

Now, my problem lies in the read-in RPM speed.

The Cryorig H7 is rated for 1600 RPM max, but the max I have achieved is in the ~900 RPM range.

Also, it only goes that high whenever I force the fan to spin at max speed.

I have built other people's computers with this air cooler because it is a very nice Air cooling fan, and theirs work just as intended.

What I am asking here is if there is anyone has any information about why something like this is occurring.

temperatures aren't that high for the fan to speed up.

Check to make sure there are no conflicting settings in the UEFI BIOS.

 

In the Q-Fan Control, is it set to [Auto][Disabled] , [PWM Mode] ,or [DC Mode] ??

For the CPU Fan Profile setting, is it set to [Standard] , [Silent] , [Turbo] , or [Manual] ??

 

The two settings should be mentioned on page 2-37 of your ASUS Z170 Pro-Gaming motherboard manual.

maybe the red-out is bad?

does the fan sound like it's spinning just 900RPM?

are the temps bad?

The Temps are not too bad but I would still like it to function like it should.

And I will check it out in the bios later. 

As for what the setting is on, it is on turbo mode, just because it is not spinning as fast as it should

Do you have a low-noise adapter connected to the CPU fan?

What happens when you run it as normal or manual mode? It sounds like there's voltage regulator (low-noise adapter, LNA) connected. Its running like 7V speed. Do you have latest version of BIOS and AI Suite?
