Try a USB 2.0 port, and confirm on another computer that there are actually files on the USB.

 

Also make sure it's first in the boot order.

I've done all that. Do I need to double click the iso and copy the folders labeled "boot", "efi", "sources", "support", and the files "autorun", "bootmgr", and "setup" onto the USB instead of the raw iso?

No. you did good. Some people just copy teh ISO file, and think the system will read the ISO file, that is why I asked.

 

Make sure that your flash drive is formatted as FAT32.

Also, keep in mind that, in some cases, for some reason, either the way the drive was configured (that can be fixed, but a pain), or the controller on the USB flash drive, doesn't allow to be bootable.

you can't just copy the files to the drive

you have to burn the iso to the usb stick with a program like rufus
