they're most likely using an editing software like Adobe Premiere and then layering everything, like putting the background image down and then putting words over it. They do this for each slide

If you can't afford Premier and friends then Powerpoint/Keynote are also commonly used and somewhat powerful motion graphics utilities.

Keynote even lets you export straight to MOV and add sound too.
