So after a while of just watching Linus' videos, I actually took some of his suggestions to heart, and downloaded 4 pieces of software. CPU-Z, GPU-Z, MSI Afterburner, and CPUID HWMonitor. Immediately I realized I have problems.

Even at idle, just after booting the computer, my CPU is running at 70C. This sounded fine to me until I realized that some computers run at 70C on load. It runs at 85-90 degrees watching a youtube video.

 

TL;DR My cpu runs at almost 90C just running a youtube video. I'd like cheap cooling suggestions.

CPU: i5-2500 (not overclocked(yet))

GPU: GTX 750ti 

Current cooling: stock intel cooler (I know, I thought it was adaquate), 120mm rear exhaust fan, 140mm top exhaust fan.

 

I would LIKE to spend less than 60USD on a new cpu cooler and have it be quiet and effective but I don't want to be super demanding. Priorities are price and performance.

If your stock cooler is clean, and the fan is still spinning.. It could just not be installed correctly.  Otherwise the hyper212 is about the best bang for the buck you can get for a cpu cooler.. You just have to make sure that your case is wide enough, it's a pretty tall heat sink.

You could get a CRYORIG H7, Hyper 212 EVO or X or Hyper T4. You can add the be Quiet! PURE ROCK in there as well.

Hyper 212 Evo is an extremely good, cheap cooler.

 

Also, if your case allows it it's much better to have a fan at the front of case pulling air in, and one at back of case, left to motherboard as exhaust, vs. having nothing but exhaust.

The stock cooler should be more than enough to keep your temps in check. Try repeating the cooler and make sure the pins are fully pushed through.
