2. There's no single card solution for 4K. No matter what you're looking at LEAST 1000 USD. 

 

I suggest waiting for the next line of GPUs from AMD or Nvidia coming out this year. All the cards on the market right now are aimed at 1080p. Top of the line next gen cards will be aimed at 4k.

No one knows exactly, but they're coming out this year. It's been a few generations since we've gotten a change in the nanometer process (they're cutting the size in half almost) and introducing a new type of VRAM. If you're buying a GPU this year, it's worth it to wait, not just for the new tech, but at least price drops. 

 

 

A 980ti can't do ultra at 60fps at 4k. It can do something playable at 4k with a mix of medium and high settings. 

 

But if you really want the ultimate 4K experience with your graphics cranked up, there's really nothing for right now.

 

If you must get a PC now, I suggest getting the whole system with a low end GPU, like a 960, just to hold you over.

Forsure dude! Go balls to the wall (which you kinda did) with everything but the GPU. 

 

That build will last you years, cept the GPU, which you should upgrade every other year or so anyway. You wont even have to OC your CPU for around 2 years, possibly more. But once your CPU becomes a bottleneck, I believe that's the right time to OC it.

What fans should I use and I can't do wired wifi because I would have to run it upstairs through the wall

tbh, you don't need extra fans. 

The ones in the 450d are sufficient.

Not really any less expensive, but it will offer a better 4K experience. I left in the 1080 monitor of the OP. No idea why that is there.

No surprise. Yours was the starting point. I simply made a few adjustments to fit in two decent gpu. If cost is an issue, you could start with a single gpu. One is certainly more than enough for gaming on a 1080 monitor. When the next gen makes an appearance you can decide to go with it, or add the, hopefully less expensive, second R9 390X.

Pretty good. This rig will run almost all games at 4K. Maybe not maxed out at 60+ fps but still pretty decent. If you want to make some changes to shave down the price I have some reccomendations... 

  • Unless you plan on doing a lot of content creation of other similar tasks then ditch the ram. Get 8gb if all you plan on doing is gaming. Even at 4K games don't eat up much system memory. 
  • Go for a slightly cheaper motherboard. Maybe look at the asus z170ar as it offers very similar preformance and features as the deluxe at a much lower price. 
  • If you want to stick with a single card solution and want to cut you gpu budget down a bit then look at the r9 fury. It doesn't quite match the 980ti but will still offer similar preformance at 4K at a lower price. There are some nice models that have good heat dissipation and quiet coolers but coil whine is reported to be an issue. Don't worry about that however as you system fans will make this unnoticeable. 
  • another option is to keep open is to try and find two slightly lower grade cards at a great price and put them in sli. Maybe two r9 290x or gtx970 sli. I know a single card is preferable but you can find cards like these super cheap on sales and second hand. 
  •  It will bump you cost to go with water cooling. If you want to retain the preformance of a aio cooler, be quieter and cheaper then look at the Noctua nhd15 or the nhd14. 
  • Maybe look at some cheaper peripherals. The mouse is fine although I have found the Steelseries rival 300 and 100 for cheaper. They are kind of barebones compared to the Logitech but they are still super solid. In fact I switched from a preformance mx to a rival 300
  • as for the keyboard maybe look at the mgk1. It comes with a variety of khail switched and can be found for under $100
