You don't  want to over tighten it. I'd just move the fan orientation.

I'm asking this so I would know if I have it screwed tight enough since if it's not enough then there would be air between the cpu and heatsink which would result in higher temperature and mine is a bit hot.

 

Let me rephrase my question, how much strength should I need to use to move heatsink out of it's place.

you don't need to move it out of place to "test" it, just tighten it but not death tight
