Were he powering a Pentium and iGPU I wouldn't mind but a 390 + 4690K deserves something half-decent

Yes it will, and unfortunately your brother doesn't have any CPU upgrade options without also swapping out the motherboard, the Athlon X4 860k is the best CPU available for the FM2+ platform. If he wants to get the most out of a high end graphics card his options are either switch to Intel and look at getting an i5 preferably, or sticking with AMD and getting an 8 core FX CPU (which will need to be overclocked for optimal performance in CPU heavy titles) with a decent AM3+ motherboard.

Where have I ever protested against Intel? The OP asked which GPU would perform better, the 390 would most definitely perform better. I don't care what you may believe, facts are against you. The 860K is a very capable chip. It delivers sufficient performance to easily power a 380X and while a 390 will suffer a bit it won't be nearly as bad as putting it next to a 750 Ti. For reference's  sake, a modern i5 never goes above 60% usage in games meaning that you only need 60% of an i5's  power to run your games without issues.

Yep! I built my pc on the cheap and its a beast for the price i payed but i agree for that hardware go for an evga supernova psu they are one of the best! :)

Depends on which EVGA PSUs. The W1 are worse than CX. B1 are the same as the CX. G1 are essentially FSP Aurums and NEX are overall meh for the price. The rest are good tho.

That RAM, way too overpriced. For that price you can get 16GB of 1600 Mhz RAM. If you really need speed just overclock 1600 to 2133 (similarly, 1866/2133 stock ram should OC easily to 2400), shouldn't be too difficult with a bit of harmless overvolt on the RAM. 

 

If you seriously want stock 2400 Mhz, G.Skill Ares Series seems to have a good price on 2400 Mhz. Just remove the heat spreader and it'll match your build. They use black PCB.

 

As for that PSU, no, check this thread, anything from tier 1 will be best, tier 2 if you're short on cash.
