The only difference between ny two options, is the case and psu. Should I sacrifice the water-cooling capabilities of the evolv, for the small size of the raven? Will the sfx psu make a difference?

Why not skylake? I would choose the raven if you really need that portability, otherwise stick with the evolv.

I'm not sure water cooling capability matters.  You chose a cpu that you won't be overclocking, so more extreme cooling options are not really necessary.  Pick whichever one you like better.
