Just did some research on why my friend could use his OEM key on his new OS. It is because as long as you have the same motherboard, I think you can still use OEM key (just for future information, that was just a quick Google, but I think that is the way it goes)

CPU: i5 4670k @ 3.4GHz + Corsair H100i      GPU: Gigabyte GTX 680 SOC (+215 Core|+162 Mem)     SSD: Kingston V300 240GB (OS)      Headset: Logitech G930 

Case: Cosair Vengance C70 (white)                RAM: 16GB TeamGroup Elite Black DDR3 1600MHz       HDD: 1TB WD Blue                              Mouse: Logitech G602

OS: Windows 7 Home Premium                       PSUXFX Core Edition 750w                                                Motherboard: MSI Z97-G45               Keyboard: Logitech G510

So if I bought another FM82A88 Extreme4+ I could use the OEM code?

Nope, the key is bound to the motherboard. So as long as he keeps his motherboard, he can keep using that key.

ah ok I think ive learned more about computers today than I did in tech class last year...
