Need some cooling advice.

I'm in the stock cooling club.

 

I was wondering if anyone could show me to a popular program that will measure how hot my CPU is running, but if not I'm kind of just under the impression that my CPU is running a bit hot, but it's also been used for atleast a few years to the point where I just don't feel it should have to still be using stock fans.

 

I've never shopped for cooling before. I didn't even know water cooling was a thing until I found Linus' channel. But the thing is I'm clueless as to just how much a difference water cooling would make over air. 

 

An air cooling upgrade would be the cheaper option and this air cooler for about 30 dollars for this one which looks a lot nicer than my stock one:

Water cooling seems to cost atleast double that at 60 dollars, but I need to know how much more a difference it will make if I'm to dump an extra 30 dollars into it.

My Processor is an I5 3450. Never overclocked it, nor do I plan to. My system is open air if that makes a difference.

Just grab the CM 212 Hyper EVO since your CPU is locked. You won't need a fancy AIO one.

Hyper212 is the best performance for money cooler I can think of, if it will fit in your case(it's a bit tall) I would definitely pick one up.

Height is no problem for me. Looks to be the popular option so I will go with that. Thanks.

use hwmonitor or aida64 to measure temps

intel XTU also tells you

A good method of cooling is to simply blow onto your heatsink. That's what I do. 

 

either way. The Hyper212 evo is a good and popular cooler

Use software like HWMonitor, Msi Afterburner, CoreTemp, etc. to measure your temps. 
The 3450 shouldn't have any issues with the stock cooler.
