Make sure you add your second hard drive's library folder to Steam with below. The icon for it is highlighted a little bit.

I did a fresh install of windows and my games are on my second hard drive so how do I get Steam to recognize them?

Go to Settings in Steam, go to Downloads, and click Steam Library Folders near the top. Add the folder where your games are as a Library folder.

You are able to create a steam library on your second hard drive, and then place the games in there, steam should automatically detect the games, and if not just right click them and go into properties and verify game cache

If you go to install a steam game to your steam directory on your second hard drive, it finishes instantly and all your installed games from second hard drive will appear.
