I was looking at buying a graphics card online. The method would be collect on delivery however I would want to test it before I pay -- to make sure it works and all. Does collect on delivery allow this?

Nope. For you to physically receive the box you have to provide payment and THEN they ship it to you. What would you want to test?

If you are buying it from a reputable site look into buyer protection. Otherwise it's a game of chance unless you can physically meet him in person to test the card.

It's someone I met via a game server. Would it be better for him to make an ebay ad for it and then I buy it there? Ebay offers buyer protection correct?

Look into doing a transaction over Paypal with their Purchase Protection where you get a full refund if the item isn't what you bought (i.e. not working) just remember to set up the transaction over something like Skype or on something you can get chat logs of just for extra protection.

I don't even know of any companies that do collect/cash on delivery anymore.  It's too risky to them.
