It's overkill, but I think photoshop works well for that :)

Have you tried the GIMP?  I believe it functions similarly for this purpose

Solve your own audio issues  |  First Steps with RPi 3  |  Humidity & Condensation  |  Sleep & Hibernation  |  Overclocking RAM  |  Making Backups  |  Displays  |  4K / 8K / 16K / etc.  |  Do I need 80+ Platinum?

If you can read this you're using the wrong theme.  You can change it at the bottom.

I've tried about nine different editors, and Photoshop wipes the floor with everything.

Eien nante naito iikitte shimattar  /  Amarinimo sabishikute setsunai deshou
Dare mo ga hontou wa shinjitai kedo  /  Uragirarere ba fukaku kizu tsuite shimau mono

I always just used MS Paint for my pixel art stuff and Gimp for more advanced stuff. Gimp will work for the simple stuff too though (and it's free)
