Do you already have the windows key/license? If not your not going to build a computer for that price. Prebuilt may be the way to go :P

Monitor? keyboard? mouse? already have or need?

at this price point you always benefit from every bit more money you can spent. For 250 that system? not bad!
However having an SSD, GPU of 8gb RAM would make huge differences

I make Rainmeter things and other art :D

Considering the interest in gaming and design, even content creation, you might want at least 8 gigs of ram. It really isn't that much more expensive.

Still new, but learning

The iGPU in that APU is quite potent, You need at least a GTX 750 or R7 250X to beat it. 740 or R7 250 won't do it.

My suggestion is to get stuff from your local classifieds or buy used from trustworthy sellers on ebay. Try to find a used motherboard and CPU, perhaps an i5 2500 or something. I have seen full working systems go for like 100 bucks that have the above parts. Throw in a B stock EVGA PSU and a GPU and away you go

True but at 1080p and 60 FPS that pc should have no problems

How about this? You'd need a better cooler though to overclock but that PSU would be able to support some upgrades such a low power graphics card (950?) in the future.
