I'm able to reproduce this, but I'm afraid that it's quite simply just a case of IE being weird. There's nothing weird going on with how those buttons work.

Won't fix.

Title; Not sure if this was brought up yet, I did a search but I did not find anything.

If this was already asked answered, apologies. :(

I am referring to I.E. 11, the buttons do work fine in MS Edge though.
