Nope i shutdown my pc then installed 4gb 1666mhz ram but continously restarting at starting window screen

possible imcompability or defect ram stick. 

 

Try putting only that 4GB stick and boot again. 

 

If issue still persist, try running Memtest for a while to see if any errors shows up

no, its newly Corsair 4gb 1666mhz ram

i think Dh55pj Mob is not supporting 4gb stick on single slot is it ?

Your Motherboard does not support 1600mhz ram. it only does support 1066/1333 as you can see here http://ark.intel.com/products/48955/Intel-Desktop-Board-DH55PJ

Gigabyte have not this problem

if gigabyte have 1333 limit, 1666 ram will run just work 1333

well still not intels fault , it clearly says it does only support 1066/1333mhz. doublecheck before buying

Your Motherboard does not support 1600mhz ram. it only does support 1066/1333 as you can see here http://ark.intel.com/products/48955/Intel-Desktop-Board-DH55PJ

Even then the motherboard would down clock the memory. And technically haswell doesn't support 2133 so yeah.

Go into the bios and see if you can see the memory and if so set it to 1333
