yes, i think so, but pci 2.0 lanes are 500 megs per lane

so 2000 MB/s max (and if you can, get the 950 pro, it runs cooler)

get a PCIe adapter card if you want to run it at full speed...

I run a SM951 in my z97 machine with my 290x the 290x will run at x8 and the other pcie lane will also report as x8 but the sm951 only needs x4 so yeah it does run at full speed, just get an adapter dude..
