Yes, you should get the R9 390 and it would work very well with that processor.

Change PSU to something from Tier 1 to 2 on this list: http://linustechtips.com/main/topic/406160-psu-ranking-and-tiers/ because the one in your list should be avoided. Also, basically everyone will say R9 390, including me, due to it's slightly superior performance and the fact that it has double the VRAM.

You may want to upgrade to a 750w psu just to be safe.

Why dont you get the retail version of windows?

Depends on the games you play. If you play mostly Gameworks games get the 970, if not get the 390.

And I ran a 390 crossfire on a 750w PSU. 500w is all it takes for a single card.

Really I think you should spend more on your GPU for gaming.

I think you can only use the oem version once but you can use the retail multiple times.
