If your PSU is dead nothing will turn on.

if you really wanna test it, take out the 24 pin connector, find the green wire, and connect it with a paper clip to a black wire, any black wire should work, then if the PSU fan comes on, your PSU is not dead, its something else.

Don't assume, go to the manufacturers website and find out.   And if that is the case, you'll need a compatible CPU to update the BIOS.

im unsure if it really is the cpu though?

After reading through your other thread so am I.  Powering up the MB with no CPU installed probably wasn't the best idea.

You've already gotten another CPU, so I think if I was in your situation I'd start looking for a board.

After catching up on your thread I would agree with @Matt420740 that your Mobo is most likely dead.

There should be a little black plastic thing that came with your PSU. If there is, connect it to your 24 pin motherboard cable and leave it there for about 5 minutes. If the fan spins and it doesn't cut out then your PSU is not dead
