R9 390 is probably your best option

390x or R9 Fury depending on your budget. If the 390x is still too high, the 390 is the next best thing.

If you're just gaming, then yeah, cheap out on all non-performance-based stuff, get the best gpu you can afford.

Also, the 970, even with 3.5GB is good enough VRAM for most 1440p games.  Look up benchmarks for the games you want to play and see if they pass

If I'm running 1440p the only gpus I'm looking at are the 980 Ti if I can afford it, and the R9 390 if I can't.

I would say R9 390. But it depends what graphics settings you want to play at.

 

And how much you have to spend.

 

Honestly, a 270 or 280 could play 1440p or possibly 4K with all settings at bare minimum.

 

But as you increase graphics settings, the price will go up.

Happily gaming on 1440p with a 390.

Get a monitor with Freesync and you won't notice the missing frames.
