Can someone build me a Pc at this price range I have all the available parts here

The only way to change the build is to spend more.

 

Next upgrade would be from the R9 380, to a R9 390 or GTX 970.  The 520W power supply is enough for the 390/970, but I would want a little more power.

So i made a huge mistake I forgot that the country is in USA not Uk so I had to change it to uk and some of the parts aren't available

-Change that motherboard to a Z97 since you need that to overclock the i5 4690K.

-Why two different sets of RAM? Just grab one set instead.

-Change that PSU. Any 500W SeaSonic or XFX PSU would do better. The Antec HCG 520W is a great choice too.

Even though it won't be cooled as well, they can save $4 with the sapphire itx edition. You never know where you'll need the money.

If you re-arrange things a bit, you can fit a R9 390 (worthy upgrade) in this budget.  I dropped the mass storage and cut RAM down to one stick of 8GB. 

 

The theory is:  Adding a stick of RAM and a hard drive later is easy than changing a GPU.  It also saves money down the road.  You would not have to try and sell one GPU in order to buy another.

But I can't Change my ram or storage because my she's going to buy it in Uk and going to bring it to me here in the philipines so.. the things that they sell here is kinda... ripped off that's why
