Anyone striving for quiet operation wouldn't run fans at 100%...

exactly

so buying a loud fan is stupid because they will only use it between 40-50%

whereas buying a quiet fan you can use it a much larger range, all teh way from 40 (or 20 if pwm) to 100% and it would still be quiet

 

there is no point in buying loud fans for a quiet system if you will never run them past 50%
