Black Ops 3 Still Runs Like Crap On PC?

So, does Black Ops 3 still run like crap for anyone else? I can't seem to get a smooth experience no matter what I do. I've tried every little tweak I could think of and that I found on the internet. I know my hardware should be more than enough for a steady, non-stuttery gameplay experience at 1080p, but I still get little hiccups and microstutters. I'm pulling my hair out here and I'm about ready to drop $300-$400 on a 970 if I can't figure this out. Here's my specs:

 

CPU - AMD FX-8320 (overclocked to 4.1GHz)
CPU Cooler - CoolerMaster Hyper212 Evo Aircooler (in Push-Pull configuration)
Motherboard - MSI 970 Gaming Motherboard
RAM - x2 8Gb sticks of AData DDR3 Ram (16Gb total)
GPU - Gigabyte GTX 770 Windforce (2Gb Vram) (running at default clock speeds)
PSU - EVGA Supernova 750 G2 (80 Plus Gold Certified)
Chassis/Case - NZXT S340 ATX Case
Cooling/Fans - 4 Case fans (2 intake at the front, 1 on top to exhaust, one in the back to exhaust)
HDD - Seagate Barracuda 1TB (for programs)
SSD - Samsung 850 EVO (for OS)

 

Here's a link to another thread I made about it, but in hindsight, it actually wasn't the CPU's fault that the game was running like crap. I had traces of AMD drivers left, and after I removed them, the game ran better, but still stuttery even when setting everything to Low:

So does the game still run like crap for any of you or do I just have an intermittent problem here I'm un-aware of?

i'm running it with a 1gb 560 and a i7 965 with 16gb of ram, before i had 6gb it stuttered to hell but 16gb ram solved the stuttering. the day 1 patch seemed to have helped too. 
the memory optimisation isnt very good so you need to make sure you got ample ram. also even though i'm using the 560 i can run the game at 720p and maintain mostly 60fps. note i havent touch mp since like the 1st week, i mostly play zombies exclusively. 

 

Edit: i dont know if its cause of optimisations for specific cards or what not. just giving my experience. it has been good for me with my potato 560

have you tried that 58fps limit thing? and vsync off.

some people have said that editing the ini file to prevent the game from using all the vram or something helps too. though i'm not too sure about that.

also is this stutter during mp?

Yep, tried that and may different combinations of .ini/.cfg file edits. didn't help. As stated in the post I linked in the original post, I've tried everything I could possibly think of to no avail.

I never got my 770 to run the game at respectable settings. They haven't optimised for this card at all it seems, more people with 770's report horrible performance.
