Should be fine but I'd go with 8GB of RAM over 4GB.
Never go with 4GB.

I don't need GPU, it is not a gaming build by any means

I know AMD cpu's are a lot worse then Intel cpu's but I don't need any power

and no it is not a joke i want to build a budget pc for everyday computing

You could build something even cheaper than this which would be perfectly capable of all this.

I don't know personally what I'd do if in this situation (why build a desktop PC for those needs unless it's for a school/office) - but most likely I'd get a used prebuilt machine and clean it up.

I already have an HDD in my 4 year old laptop that is about 300GB do you think I should use that instead of the SSD

As I said this is an everyday build so there is no need for an SSD other then the booting time which I am ok with.

With a old laptop HDD there is, even basic everyday tasks like opening up applications will be laggy depending on what HDD it is

ok, so do think you i should get a HDD or an SSD for the build?

I imagine you dont want to spend too much so i'd suggest a 120gb ssd and a 1tbh hdd you can get both for around £80 I think

I don't need that much space though, I will only install essential software and like 4GB of photos maybe a light game.
