did you enable "Frame Scaling Mode" by accident?

because 1FPS is absurd

Nope that's turned off. He said its going at 20fps and then pausing and then back to 20fps and then back to pausing

Some people have problems with V-Sync in GTA, try turn it off if it's on. If it's off, try turn it on.

Yeah he's tried it on full, half and off and its the same

hmm, that's strange

then try turning AA off if he hasn't already

He has it turned off and still nothing

I just want to point out how Arma 3 cannot be used for comparision unless you're talking about the base single player missions as each server has different plug ins and mods therefore, I sometime get 100+fps on ultra then sometimes I get less than 20fps depending on the map and server. So it's best not to use any Bohemia games for comparison reasons :D (plus, it's a CPU bound game)

Has he tried updating his drivers (even though I can't see it helping here), tried turning all the settings to lowest (except resolution), maybe he has virtual super resolution activated?

Looking at my signature are we now? Well too bad there's nothing here...

Yeah just thought it would be good to point out! I'll check and see if the Super Resolution is on
