Could Someone Create A 650 USD PC For Me?

So, I was wondering if any of you magnificent human beings (hopefully) could create a 650 USD PC online (as in PC PartsPicker or otherwise). Please include an OS and a monitor but no other peripherals. I would like to game and record gaming videos on it. I also do HTML developing on Sublime Text/Notepad++. If you could include USB 3.0 headers into the case and mother board that would be nice. If you have any questions please ask them!
