Transfering money from one Steam account to another

I would like to know if it's possible to transfer the $2 that is in my steam account to my brother's account so that he will have enough to purchase FFXIII. Is it possible to do this? And if so, how?

Yes, but you can go around this using the marketplace though. (My brother was hacked, hacker put funds on his account and then transferred this way to another account, so if the card was refunded he would get banned, however did contact support and got this fixed)

put a trading card from your bros account on the market so the seller gets $2 so youll have to pay more then $2 because of valves cut then on your account buy that card so your bro gets the $2

edit: Infact I put in $1.75 so the tax moves it to $2.00
