Best Graphics Card Under 200$

I am going to build a new pc because my laptop isn't quite doing it for me so do you guys have any suggestions it would be helpful if each one of you put 5 different cards under 200$

If yes: Aftermarket R9 290

 

If no: R9 380

Any of the 4 or 5 star cards will do nicely.

 

I sorted it by clock speed, and it is limited to 2 & 4GB cards.

GTX 960 or R9 380 for new cards. R9 290, 780Ti, or two 7970s for used cards. You could also get an EVGA BStock 970 or something like that. @prepp3
