I might be able to get a 780ti or 970, I am confused as to which card is better and I need an answer. I was also wondering if the 780ti has features like fanless mode. thats all.

 

They're about even, I'd give the edge in performance to the 780 Ti. Feature set depends on the specific card.

The 780 Ti will perform better than the 970, but will consume more power.

The fanless at idle mode is a feature of the newer GTX 900-series cards, and only with selected vendors. You can tweak the BIOS on Maxwell cards to be able to turn the fan off, and then adjust the fan profile in a utility of your choice (I use MSI Afterburner) but some vendors have this in the card's BIOS by default. This is not a feature of the 700-series cards. You may be able to tweak the BIOS to enable fanless operation, but I would make sure that the card is using an open air cooler rather than a closed blower style one.

About even? I dare to say " a lot better". a 780 ti competes with a 980 still. It's better in some games and worse in others.

The 780ti will have a bit more performance, but I'd still get the 970, for lower power consumption and better feature set (as well as resell value later on).
