Just get the Xeon E3 v1251 and use the stock cooler, you'll save a lot more money from that. Change your SSD to a Samsung 850 EVO drive. That costs the same as a 128GB 850 Pro

That build is a bit overprice for your budget, why not getting a xeon 1231 v3? It's cheaper than the i7 and performs like an i7

Eliminate the water cooling and don't get a K processor unless you are overclocking. That will bring your current build under budget.

You can also go for 8GB RAM for now and expand it to 16 later...

Blu-Ray? Is this going to be a media-center PC? Just get a DVD drive and be done, since games are all downloaded now anyway (#F04tease.)

1. 380x will wipe the floor with the 960 in gaming performance

2. Mobo doesn't affect performance

3. Samsung PRO SSDs are overpriced compared the EVOs

4. PSU was pretty bad, XFX has some of the best PSUs money can buy

5. 3tb of storage is silly, unless you really need it

So the 960 isn't necessarily required? If so grab the 380 as I suggested as it is a better card
