what does Cuda do for media encoding? i have cuda on and gpu inst even close to being full load when media encoding

It's a (for now) Nvidia GPU only thing on which you can render your video project (so you render on your GPU instead of CPU). For some people's configurations this will be faster and some will be slower.

if you have a decent CPU then using CUDA will be counter-productive as it will be slower

Have you actually configured Premiere to use CUDA? Because otherwise it will just render on your CPU

CPU would be faster assuming it's OCed. 970 would probably also be slower.

my 4670k is at 4.5Ghz
