I'm building a new rig with an fx-6300 6 core and an r9 390 and I need to know what full modular psu to get. I've narrowed it to these 2 but if you have suggestions I would be very grateful.

They're similar but the OCZ is a Seasonic S12 iirc and the M12 is superior so get that M12

|PSU Tier List /80 Plus Efficiency| PSU stuff if you need it.
