Low profile cooler for server

Whats the best CPU cooler for a 2011 socket Xeon, that will fit in a server case that is 3.5 inches high(here)? I've looked at the CM Vortex, but it makes it with only .2 in of clearance, not including putting in the motherboard so I don't think it will fit. I do like that style of cooler though.

Gaming - Ryzen 9800X3D | 64GB 6400mhz cl30 | 9070 XT

Homelab - many servers...constantly changing.

yes, the noctua seems to be like what I want but not for $100(and all the ones that seem to work are $100). that is the cost of the entire CPU.

The problem is I like the slim rack mount case (in case I ever rack mount it) but I dont want to double the height of it and make it super big just to get an extra 5mm clearance for a regular CPU cooler.
