Furmark is power virus, Valley will represent most GPU intensive game on the market. VRM temp usually rated around 120c. 

Maybe your card need better airflow or extra airflow.

Lots of manufacturers like to advertise their VRM's as being able to tolerate 120c for years,  so under a "gaming scenario" hitting 100 shouldn't be to big of an issue.  (if this 120c spec really is true)

100c is quite toasty though, try increasing fan speed or something to get them down a bit. Maybe point a fan at the backplate, might help slightly.

I was using FurMark for about 10 minutes as a worst case scenario and saw VRM 1 hit 123C but VRM 2 72C. However under valley benchmark the highest I saw was 108C as a "gaming" scenario. What's the threshold for these VRMs? I already applied newer thermal pads on both the VRAM and VRM, no temperature change.

Check the revision number on your XFX 290X DD

early revisions had a problem with VRM cooling

 

I had rev2 and at 130*C GPU initiates system reboot to prevent permament damage to it.

Basically at anything below 129*C is sort of within specification but if it worries you and you have an realy revision

please contact XFX support, they are really professional and will most likely offer you an exchange to newer revision
