replace thermal paste... clean for dust

Is the heatsink making contact with the CPU?  Is the fan on the heatsink spinning?

maybe you didn't apply the thermal compound correctly, or you seated the cooler in a slightly off position. 

try refreshing the thermal compound!

get a better cooler, works like a charm 8/8

Get a better cooler, like a 212 evo, or remount the cooler with new paste.
