Is the heatsink making contact with the CPU?  Is the fan on the heatsink spinning?

maybe you didn't apply the thermal compound correctly, or you seated the cooler in a slightly off position. 

try refreshing the thermal compound!

Get a better cooler, like a 212 evo, or remount the cooler with new paste.
