I'm building my first pc and i was putting on the cpu cooler and while doing that the thermal compound got spread all over the cpu and I also had to take off the fan a couple times. Is it okay to take off the cooler after putting it on thermal compound? and is it okay if its spread on the cpu? please help :( thank you

if it gets into the socket of the cpu and other places you could fry it or just make it not boot. Thermal compound is supposed to cover the top of the cpu from the cooler.

Ideally you want to replace it every time to prevent air bubbles, but you can try it out on it since it's new, if the temps are a bit high then you need to replace/reseat the cooler.

Check your temps before you do anything, preferably with AIDA 64. As long as the Heatsink is securely fastened to the socket AND you have some sort of thermal compound preventing metal on metal contact, you will be fine to boot up and check your temperatures. Everyone and their mother have different methods for applying thermal compound, but ideally less is more. As to removing it and reapplying the heatsink without replacing the compound, you should be fine for even long term use as long as your temperatures are fine

every time the cooler comes off you need to clean off and replace all the thermal paste with new paste
