Gaming mouse and mat?

What mouse can I get for pretty cheap that is HQ? (MAX 40$-50 CAD)

 

I have a Black and red setup and a K70 keyboard.

 

Should I consider a mouse mat or not? I never used one before and my mice always worked fine, don't know for FPS or other games tho since I never had the specs for them.

Mouse mat is most important for optical mice, which are more accurate than laser yet don't work on any surface!
