Why does everybody assume that they will upgrade. If he is not planing on upgrading later then that is a terrible build for gaming?

When you are working on a budget, you will have to upgrade eventually. If you hate the build so much, then help him out rather than being a critique on mine. He never told us what games he plan to play. Also, that graphics card isn't terrible. He could very easily chunk over a few extra bucks for a 380, but we are working with limited information. If you're going to critique someones opinion, at least provide a fact with why you believe that.

1,000 USD will keep you updated with everything for a while. Generally when you're working with 500 USD you have to make a cut and a sacrifice somewhere. I'd rather have a stronger CPU since the prices in GPU's are constantly going down, especially with the new line of Pascal coming out, he could probably get a GTX 980 ti for 300-400 bucks near the end of next year.

Despite how you twist my arm over this, when you're on a budget, your rig will need to be updated. He also never mentioned the types of games he will be playing.

You can build a computer without having any intention of upgrading. If this said person is not planning to upgrading in the future, then this is not a good build. I don't know if I can explain it any more simple.

Lol. He can easily use the build I gave him and never upgrade it. No one ever said it "HAD TO BE UPGRADED". Jesus dude.

Can means he has the option to. Everything on the build is solid, the GPU is a bit dated but that's what you get when you have limited cash to spend on a whole computer. It will still work for him great. If you're calling the build useless simply because I said "He can always upgrade the graphics later." Then you need to wrap your head around the ever changing technology and that you will always need to upgrade EVENTUALLY.

More or less.

Can you? You're saying the build is worthless because it's put under the expectation that he will need to upgrade it. However it will do perfectly fine for him. You have yet to provide anything backup your statement. I'll leave the argument here until you can show me why this isn't a capable gaming machine.
