Go for Msi,Sapphire,XFX or Powercolor.Their coolers are the best for the 390

I have the strix with no issues but if you can find the sapphire that is probably the one to choose. The strix 390 does have vrm cooling though, not sure why everyone thinks it is the same as the 290 cooler.

Sapphire is the top one in the benchmarks I've seen and seems quite reliable.

400euro for strix, sapphire is more expensive whilist msi makes cheapest with around 391 euros
