Excel Reference help

Hey guys, this is really special, have a look at this situation.

 

I have, in a separate sheet, a list that goes from A1 to A80 with names of people. In another sheet I have something that looks a bit like this:

 

RND PICKER?

FIRST LETTER OF NAME

HOW MANY?

 

PICKED:

 

 

 

I want this to happen:

If I put YES in "RND PICKER?" nothing will happen until I put a number in "HOW MANY DO YOU WANT". This number can be from 1 to 80, meaning it will return between 1 and 80 names from the list, any random name.

Now, if I wanted only names with a letter in the beggining, say L, I want the list in PICKED to contain names only with the letter L (the amount specified). And that letter can be anything from A-Z. How can I go about this?
