Should I buy a gtx 970 or 980

I'm building a gaming pc and I have very low standards (been playing on Intel integrated graphics on my ultrabook) and was wondering if I should get a 970 and a water block or a 980. I like the noise reduction but I really want the best performance per dollar.

I mostly play Dota 2 and some fps games and I don't mind lowering settings in more demanding games

Most 970's don't even sound loud.  If anything, a water block + fan + pump will sound worse.

Get an aftermarket 970, they're not very loud and still do the job.

If you haven´t done any builds before may I suggest starting with custom watercooling might not be the best plan. I´d buy a nice GTX970 from EVGA or Gigabyte or have a look into AMD, their R9 390 is in MSI´s or Sapphire´s iterations are amazing. A lot of performance and not too much noise.
