Leave it on.  Some programs don't function without a page file.  GTA V uses at most 4GB, it's still a 32Bit application.  @Cookiemonstahr

Depends, but usually up to 3-4GB.

Just GTAV alone uses about 4GB of RAM. But then you have to factor in the RAM used for background processes, Steam, Skype, and any chrome tabs you might have open. When playing GTAV in a normal usage scenario I use between 8-11GB.

Should I keep the paging file turnt off (my SSD a be Samsung 250gb Pro with Windows 8.1 x64 Pro on it)?

 

There's very little point in disabling the page file. It probably wouldn't do any harm to do so, but there isn't any benefit either. And it opens up the possibility of crashing hard someday if you ever ran out of physical memory.
